You must have put a question mark behind that sentence because you don't know the answer.
Officers do not have a right to refuse answering questions for administrative invstigations, UNLESS they are a suspect or a target of that investigation. An officer who asserts rights under the police officers bill of rights is asserting the rights of a suspect or someone who may be subject to termination or disciplinary action.
Short answer: it's a lot like taking the 5th. If the investigator can prove they broke policy, they can all expect to be fired for lack of cooperation, at a minimum.
