I'd dispute the second part. The Chief's never shown that level of concern with detective unit productivity.

The homicide unit had a very low clearance rate under the person who's now been elevated above the homicide unit. They were also embarrassed in court when they tried to charge someone for self-defense.

The narcotics unit has had several years of relative inactivity with regard to major narcotics cases and absolutely nothing happened to those in charge. They typically arrest some 20 year old dummy stuck with a stash of heroin or small trailer trash meth production rings of a few people. They were intended for major narcotics cases, not their recent Flex-like drug cases or being free labor for the DEA.

Units only get in trouble when they do something embarrassing that gets in the news or they do something that offends the various liberals who show up to the Mayor's election campaign events.
