It's completely true that the prosecutors are eager to plea out every case they can except for the absolute worst. The defense attorneys threaten to take them through a lengthy trial process. They see no reason to pass up a plea bargain when no one in law enforcement gives them a good reason not to. Patrol charges someone with possession with intent to sell or felon in possession with a gun. No violent crime is involved in the immediate act. The patrol officer doesn't know enough about the larger puzzle to let the prosecutor know how his suspect is acting in concert with an organized group. Nobody in narcotics, major crimes, ATF, DEA or FBI identifies the bigger picture because they don't pay attention to 99% of patrol's criminal cases. Instead, they are tied up on their own cases, nearly all of which are also very narrowly focused.

What's lacking is someone paid to fuse the info together and turn little cases into big cases. The so-called intelligence people here are watching cameras, watching social media or watching for bulletins from somebody else. They are collectors not investigators. There's not much big picture thinking happening and adding everyone's names and agencies on to an ATF straw buyer case isn't going to accomplish much except some clever public relations to maybe get the council off your back. There's a dozen large gangs in Louisville and they quickly repopulate with every successive generation of 15 and 16 year olds to fill their lower ranks.
