That plus empty all the offices of sworn people ****** not needed and turn it over to outside companies or civilians. We don't need a special set of sworn staff doing media briefings, community relations, detail scheduling, and all the other admin COs and officer positions. There's at least another division equivalent number of people that could easily be put back into a law enforcement role. If you aren't putting hands on suspects or directly supervising or commanding someone who is, then it should be a civilian or a company doing it.

The extra Sgts and Lts can go back to patrol to "command" a sector making stops in a patrol car. Being paid more doesn't entitle anyone to an office job. Neither does being out of shape. There are plenty people on the department who'd gladly fill the role of personal trainer for the last hour of their shift each day for those people if their Major asked them to.

and nearly all depts our size have their own full time crime lab with actual labs for testing drugs and full time DNA tech.... hell only a select few people have drug test kits for the street.. I was using those in the 90's at another dept.
