***also, there is no true such thing as "afraid to do their jobs". This has never been clearly defined to me. Exactly what are you afraid to do that is your job? Nobody, and I mean NOBODY will give me an example of this. The reason they won't is because "afraid to do their jobs" is code for "police any way you want and don't worry about the consequences." Those days are long gone after many terminations, retirements, indictments over the years. There a few stragglers who are still holding on to that golden dream. I know how you'll respond, so I'll beat you to it: I'm a house mouse. So there you have it!

The Chief is a mere hired hand like everyone else who hasn't been elected. They elected officials define what his powers are. They could pass an ordinance to redefine the position of commander as a merit position this week. They've held off on doing anything drastic because they're waiting on the election, lawsuits and investigations to conclude.

Metro has paid out lots of money in settlement money because of the ridiculous idea that officers who challenge the chief will have their careers destroyed. There are some dense people who get off thinking they're all-powerful. It's too bad they don't have to pay that settlement money out of their own pockets and leave the taxpayer with the bill. The taxpayers pay a high price for their ignorance.

The metro council has to doles out the money that the department runs on each year. If they say you only get 5 political spots paid for, then you only get 5. The chief doesn't actually decide how any of the money is spent. There are also permanent laws that define the position of chief and the department. They can make them whatever they want.

If in 2018 Greg Fischer is Mayor, the investigation is a whitewash and the councilpeople are unhappy, I wouldn't count out a mandated restructuring to fix what they see as being wrong. The ones I've spoken to expect Angela Leet will probably win, even some democrats, so it may be a moot issue if that happens.

There's a very good reason to go back to having Captains and requiring time-in-service for specific spots. The county and city Captains were generally a lot better prepared for their jobs. A few people rocketed from Sgt to Lt to Captain but that was the exception to the rule. The system usually gave everyone a chance to learn before promoting them up.

These green Lt's being made Major aren't adequately prepared for their jobs leading a patrol division or being a commander over detectives without having worked at least a few years as a patrol or Detective Lt.

The chief's elevated several Lts to Major who had no equivalent Lt leadership experience. People wonder why crime is up. The chief's philosophy appears to be that he's smart enough to pick a good inexperienced Major who can be successful in any spot, but that's been disproven over and over by the real world experience of those Majors. They've taken the roles because they're naturally eager to please as a new Major, but it's unfair to them, the division or units they're over and the crime victims.
