The jail will never change until some newly elected politicians take over and are willing to commit a lot more money to it. They don't want to build one big enough to hold everyone. Corrections delays the intake process to use police as free guard labor. They don't have enough people or cells to do their jobs efficiently and never have.

There's really no point to taking people to jail if they're going to be out in a few days. The state should let officers cite for felonies and do mobile booking using mobile cameras and mobile fingerprinting. Officers could conference call a prosecutor and judge from the division to set a bond, payable by credit card or in the form of a lien on their property or car. If they skip court then their property could be seized and auctioned off to pay for it.

The state could also just change the law to say if you fail to appear in court you automatically plead guilty and agree to whatever the judge decides to sentence you to. Problem solved.
