Exactly right. Because of Garrity, members are compelled to give statements during administrative investigations (PSU) under the threat of being fired or disciplined. If there is a concurrent criminal investigation (PIU), that has to be completed first before the internal administrative investigation begins. Can't remember for sure, but I think that it's included in 15.520 Police Officers' Bill of Rights.
