That's in Bevin's draft bill, which hasn't become law. It was supposed to be effective January 1 for people retiring after that date, but it won't since it's not passing.
Bevin's plan is in big trouble because the cost estimate showed it will cost more than the current system. He won't even release the estimate to the lawmakers. Most of the them don't want to draw a line in the sand that will cause a wave of retirements in a particular year. They're a long way from agreeing to any more changes.
