There's a strong argument to require officers to live in the division they police in, although we'd get almost nobody willing to work in high crime divisions. Most of the people in charge never slept a night in their entire lives west of 9th Street.
LMPD has a lot of people who think they know all about policing, criminals, witness psychology, being a detective and the neighborhoods. People here have a superficial understanding at best because you don't get that much perspective driving in to do cases, interview, cite, and arrest. Most of the officers don't know the key players on their beat until they ask for ID. There's no rapport being built with the people who might know something. The people who show up to the community events aren't usually the ones you need to know. If you don't know who's who in an area, then you're policing in the blind.
