The rule is that the more you get paid at LMPD, the less you do. You never work harder than when you're a new officer on the street. People do less and less as they get promoted and their pay increases with longevity. 1/3 or more of the department is doing nothing but sitting in an office, sending emails, bickering, backbiting, bureaucrat games, filling out forms, going to useless meetings, creating some useless pet rock project they can use to get on TV and catch the Chief's eye for promotion and talking to the media.

The officers and Sgts at the bottom still in real jobs see all this uselessness doing on above them and in the do-nothing units, which drives some to similar behaviors.

It's hard for a Chief making $70,000 more than the Chiefs in Cincinnati and Indianapolis to have a pedestal on which to lecture others about making too much, especially considering his performance to date.
