The problem with ex-LPD command is they got 100% of their experience working within a department that aggressively policed and was not afraid to offend the sensibilities of rabble rouser activists, the Mayor, or liberal aldermen who routinely complained. Today they tell everyone to police like they perceived the county's old Adam district did, which is go park somewhere and wait for the dispatchers to call you. They never even really knew how Adam District policed but insist on everyone doing an impersonation of what they thought they did, because they want all divisions to be treated the same. This bad impersonation leaves out the little things they missed, like Metro Narcotics, Flex units and other detective units taking care of the pockets of trash in generally low-crime neighborhoods to keep them low-crime neighborhoods back then.

I don't know much about Aubrey other than he's in charge of court security and was acting LPD Chief for a little while in the early 1990s. He's had a long run, but nobody any good ever ran against him, so that's not saying he's unbeatable if someone did. He's pretty long in the tooth and eventually voters hold that against you if someone does decide to run against you.
