LMPD officer breaks down in tears over sex scandal in newly released deposition

LOUISVILLE, Ky. (WDRB) -- The Louisville Metro Police Department officer suing his department for retaliation broke down in tears talking about the sex scandal surrounding the LMPD Explorer Program.

The statement came on Wednesday during a recorded deposition that WDRB obtained on Thursday. In the deposition, Lt. Jimmy Harper says he begged Louisville Metro Council members to get an outside agency to look into claims of rape.

"We knew this in 2013 as a police department," Harper said, breaking down. "We had kids...and then knowing that another allegation is made. How many kids between that time did we let get hurt and harmed for our inaction and not investigating that program that we should have? And it angered me because it was wrong."

Every time I see or hear those responsible I want to puke. They're an embarrassment to the department. I'm personally outraged that they wear a badge today. The only reason most people stay is to pay their bills. I have 5 application with other departments right now. The Sheriff should take over command of LMPD and appoint a new chief to run it. Someone should wake him up and tell him that.

The council's done nothing but put hot air into the atmosphere and warm the planet. All they do is talk. They tell people they're not able to remove Conrad. 2 lawyers I talked to said they've always had that power but they don't want to go that far. They're more than willing to complain about Dan Johnson, Conrad and the murders on TV but at the end of the day they're a huge nothingburger, same as all the investigators from outside agencies. KSP, FBI, and Andy Beshear have done nothing to enforce the law. Look at the officer sitting on light duty since May accused of rape. Look at the other one allowed to resign without charges after being accused of 6 rapes. Kentucky is a corrupt state that sucks everyone into the web of deceit that's always existed here under the false veneer of being a genteel low-crime southern horse state. Nevermind all the drugs, murders, and corruption. It scares away tourists and conventions to mention that.

If you take offense at this, it's probably because you're a fraud.
