Name 1 other police department that has multiple scandals of this magnitude. Maybe Detroit, Chicago or Baltimore, but nowhere around here.

LOUISVILLE, KY (WAVE) - Lt. Jimmy Harper stated more should have been done by Conrad to prevent minors from falling victim to sexual abuse while in the department's Explorer Program. The statements were made during a four-hour long deposition in relation to a separate whistleblower case against the department.

Thomas Clay, Harper's attorney, states Harper urged Councilman David James to contact an outside agency to investigate the Explorer Program sexual abuse allegations. Clay contends there was an effort to cover up information about the accusations.

Two weeks ago, Louisville Mayor Greg Fischer also was deposed under oath in relation to Harper's whistleblower case. During that deposition, Fischer claimed he had not been briefed about the Explorer investigation and that he's gained knowledge of the case through the media

Finally there's something resembling a solution for our beleaguered and violent public schools appearing on the horizon. Every member of the FOP with an opinion should send them some comments on charter school rules. I can already guarantee you that radical crazies will be telling them to ban police in schools, any reasonable standards for student conduct, expulsions, letter grades, and classes that might actually prepare someone for a real job.

This month, state officials are asking citizens to review and make suggestions on the proposed regulations for charter schools that will open in Kentucky for the first time. Written comments on the proposed regulations will be accepted through Nov. 30. The proposed regulations on how charter schools would be opened and closed and operated can be found at education.ky.gov/districts/legal/Pages/KDE-Public-Hearing-Information.aspx

Among many details, the regulations address student applications and enrollment, and how a traditional public school can be converted to a charter school; and the financial solvency of a charter school, the duties of the board of directors and the school's appeal process. The regulations clarify that a charter school can not be a for-profit organization or one that is organized for religious purposes. Public charter school officials will enter into a charter, or contract, with a local public school board or the Lexington or Louisville mayor's office. They will have to follow the same health, safety, civil rights, and disability rights requirements as all public schools.

A public hearing on the proposed administrative regulations will be held at 10 a.m. Nov. 21, at the Kentucky Department of Education headquarters, 300 Sower Blvd, Room 116, Frankfort. People interested in speaking must notify the Kentucky Department of Education in writing by 5 workdays prior to the hearing.

People can send written notification that they want to be heard at the public hearing or send written comments on the proposed administrative regulation to Kevin C. The Majors, Lt Cols and Chief are smart to hide in the office and work days where it's safe. Their expertise is better suited to Coffee With a Cop and handing out cookies.

I'm not a cop, but I have the utmost respect for all those in law enforcement. Here's a little from what I just read about the CA school shooting today:

The roommates lived near the gunman, and the surviving witness said that their neighbor had been shooting a lot of rounds recently.

"The crazy thing is that the neighbor has been shooting a lot of bullets lately, hundreds of rounds, large magazines," he said. "This guy has been crazy, and he's been threatening us and everything. I just feel like there maybe should have been more effort put into stopping things like this."

The recent Texas church shooter also fired off large amounts of rounds in the days before the shooting, per his neighbor. When I heard that I thought, why didn't the neighbor report that to police? But now I wonder if there is anything law enforcement could have done in the days before either of these shootings knowing the shooter was firing off rounds. Any thoughts?

Can they make it any more obvious they have lots to hide? This is such a stupid move it can only possibly be intended to delay the inevitable long enough to let Fischer get past the 2018 election. The punitive damages are going to be massive for the explorer lawsuit. That's why they wanted to lease a new HQ not buy one.
