"The most qualified person" is never clearly defined on the police department. What will you base it on? What does most qualified mean? Did you know there are some white people who actually believe there no blacks who will ever be more qualified than whites (just by genetic nature)? With that mind set, if you are black you will always been seen as a token to fill a quota regardless of how many degrees you earned. Therefore, my dear friend, you cannot be trusted on your measurement of "most qualified".
