Kentucky Gov. Matt Bevin releases plan he says will fix state pension system

If the metro council approved that many, the Chief would put most of them in community relations, special ops, administrative spots and a larger command staff. There is no fixing without replacing everyone in charge. You don't give car keys to 10 year olds either.
