They created the 9th and disbanded flex to do exactly what anti-merger people said they'd do. Decrease police protection in the old county and send it to the old city. A few flex people were sent to metro so the chief could pretend it was to centralize. It was a shell game. They were just early replacements for people being promoted and retiring out of narcotics. The other spots went to the waste of manpower called community relations.

The 9th is not a gang unit and neither is narcotics. LMPD has not gang or organized crime unit. They have mad some sizable seizures but never get anyone more than 1 person removed from the street. They think the FBI and DEA will police any upper echelons shot callers in Louisville, but they are really icing on the cake in any city. They aren't willing or able to assume the duties of PD narcotics and gang enforcement in a city of 700,000. There aren't nearly enough of them to do that. Conrad wants them to take over because he fears the TV news stories in other cities about gang thugs being killed by aggressive units wearing balaclavas, followed by black lies matter protests.
