Coddled and easily promoted legacies have always existed for decades. They get hired in more easily too, but that used to matter more when people still wanted to be police. Look at all the specialized units and command spots for prime examples. If your daddy or mommy was an old buddy of command, they take care of you. It's not just him by any stretch of the imagination. There are a large number of people doing jobs they suck at because their family relations got them the job.

None of that will happen unless things change in a major way. There are many people on the department who do little or nothing for their paycheck. Their immediate superiors are too afraid to discipline them, usually because they're protected by someone high up or because they're afraid of being called a racist or having a harassment claim filed. Those favored sons and daughters who convince the chief they're intelligent have their career paths paved to gold, even if they never achieved much of anything as Sgts or Lts. He's pulling them from administrative backwater units and divisions whose crime has only gone up while they were there. Success isn't a qualifier for advancement anymore. You just have to talk like you belong on MSNBC.
