The FBI only does the unindicted coconspirator thing, combibed with their usual press leaks, when they lack the evidence to charge. They think someone will rat for them and hand them the case they couldn't make in the last 2 years of wiretaps, searches and interviews. Expensive attorneys usually stop them cold.
