Someone having even a minimal amount of training in surveillance would not use a car with a city plate or their personal car for surveillance. Especially when it's someone who has police friends. A car usually isn't made unless someone screwed up.

LMPD tries to do things on the cheap with a handful of officers. You need many officers and cars to correctly do surveillance on a hard target.

Unless he or Betts admitted the circumstances under which he was running the plate the criminal charge can't go far in court. Betts could have told him he was afraid of getting held up by someone casing his building. That was before it was made public police were investigating him.
