Until 1991, LPD had a Chief who was politically insulated from the Mayor's office and couldn't be fired. Civil service captains ran districts, not Majors, and all the Chief could do is replace one with another Captain. The rate of unqualified Lts making it into Command was sharply lower. Not just any nitwit political parrot could make it up the chain of command. You had to demonstrate some degree of competency.

There were about 40-50 murders per year in the ENTIRE COUNTY back then. Now it's 2 or 3 times higher. That's what incompetent politicians do to a city.
