The recruiting problem isn't unique to LMPD. You see it everywhere. The younger generation is noticeably less enthusiastic about enforcing laws as past generations. Too many TV shows, politicians and pop culture figures badmouthing police. Too much exposure to leftist campus radicals disguised as professors. Too little patriotism. Few of them ever served in any branch of the military. A lot of them come looking for a way to play the role of badge-carrying tough guy or girl while giving a bare minimum effort. It will be tough recruiting and keeping good people, although much easier to keep the ones the department shouldn't want, including politicians-in-uniform angling for Major.
