A lot of corporate money really isn't needed to win a local campaign anymore like it was in years past. James could win with a grassroots campaign heavy on social media. Get a GoFundMe account going so anyone can donate from their phone, do 2 minute Youtube segments every week advertising his ideas on Facebook, do social media "town hall" video chats, engage the media daily to get on TV, radio and podcasts. Go door to door talking to all of the unhappy people, including all of the business owners not represented by Fischer willing to pitch in a few thousand to the cause. Talk to all of the unions being screwed over by the falsely labeled "pension reform" and 1% raises to tell them he'll back their side. Make a direct appeal to the traditional independents and Republicans, so that they might even consider switching parties for the Democrat primary.

If he does all that, he'd beat Fischer handily. Fischer's political career exists because nobody serious on the Democrat side has challenged him yet, and Louisville is a hard place for a registered Republican to win county-wide office anymore.

Riggs quit because they were only paying him $118,000 and he had better offers. He and Conrad may have had similar styles in the past, but he's a different guy today. They did some major league gang enforcement. 500 officers out arresting over 3 dozen gang members in 1 day alone. Conrad's not ever going to do that here. The Indianapolis FBI chief is also on top of things. They need him here too.
