The 20 year plan is the one breaking the bank not the cash balance plan. Cash balance requires them to do very little in terms of long-term payouts. Paying someone half pay or more for life, especially all these people maxing out O.T. in anticipating of retirement, will be too costly to sustain in the long term. There's no more blood to squeeze out of the Tier 3 stone.
