The department's paying out more O.T. today than when the agreement was made. They could hire 2 or 3 more divisions with the money they're spending.

O.T. needs are driven by crime rates, calls, and caseloads, not by how hours are arranged in a particular week. People worked 10's because those 3 factors were high during the early morning hours. It was instituted by much smarter command staff than the ones running this circus today. They had a good reason for doing it. You typically don't need as many patrol officers at 0500 as you do at 0100.

There is no advantage to the department working 12's. Working 12 hours plus another few hours of court drive up burnout, on-duty accidents, retirements, resignations and sick days. 6 8-hour days also serves no purpose. It was a byproduct of the old rotating shifts, when officers regularly needed a few more days to adjust to shift changes. The most effective schedule is 5 8-hour days on latewatch and daywatch, with a 10-hour midwatch to cover peak hours, so you have additional coverage when it's predictably needed without having to plan overtime every week.
