Any hours over 40 in a 7 day work week is considered overtime under KRS 337.285. That kind of schedule is only allowed if there is a collective bargaining agreement to that affect. In the absence of such an agreement, employers of non-managerial police officers are required to pay time and a half. Going from 8's to 12's does absolutely nothing to minimize understaffing. There is no overlap like with 10's.
With 10's gone, the FOP would be very, very stupid to agree to any alternative schedules in future contract. Make them follow the law. That would force them to either pay O.T. every week you go over 40 or else hire more people. Working people to the point of burnout has made attrition and short-staffing worse.
