The third investigation is the one by the Mayor's private investigators.

Don't kid yourself into thinking the Lt or Major over PIU are able to bring any state charges against any members of command or the Chief if the Chief doesn't want them to. The FBI lacks state jurisdiction and is limited to narrowly defined federal crimes. They must also convince risk averse federal prosecutors they'll keep their 99% conviction rate intact.

Only KSP or the AG would possibly bring a state charge against Conrad or command and only the Mayor's P.I. could make any administrative allegations against them. PSU has the same problem as PIU. They work for the Chief.
