We heard it all a few years back when they insisted to the media that all of the unprocessed rape kits were useless and the victims were uncooperative. Then recently we hear one of those rape kits got a serial rapist convicted. The problem with this department is it's got too many people who advanced and climbed the food chain who aren't very bright and think they know it all. There is no one less suitable for investigations than an arrogant fool.
