That's always been a problem out east with nervous old betties looking through their curtain. It's not relevant in the "snitches get stitches" west end or south of there. It's also not relevant to investigations, where much or most of the overtime is going depending on the month.

Adequately staffed departments don't have people routinely working 60-100 hours a week or more like here. They will never catch up on manpower under the current system, because the academy and hiring process both take way too long.

They should hire some retirees to recruit, vet and train new recruits, cut the LMPD academy down to 3-4 weeks, and start sending classes of 20 or 40 down to Richmond each month until they get staffing up to 1500. That's 1200 plus the 300 extra FTEs now being paid for by overtime. The only other way to fix the problem is to start kicking people out of offices and back into detective units and divisions and demoting a whole lot of people under a workforce reduction.
