The length of the shift has relatively little to do with understaffing. The shortages are worsening because people are retiring, quitting, being promoted, and moved off the street without replacements being available. The only impact shift length may have is when people are working too much O.T. or off-duty as a result, not giving them enough rest to fully recover for work. This can lead to fatigue, accidents, and mental slippages making them unsafe on the street. An officer working 8 hours of O.T. or off-duty after his 8 hour shift is more likely to be absent from work than the one only working 12.

They're spending enough O.T. to hire 300 more officers, not just 200. A good Chief would consider this a desperate situation endangering the community and would be asking for more officers. If he were a doctor, you could call this malpractice.
