It is highly suspicious that the Mayor sends this guy in before the end of the FBI and police criminal investigations. Compelling someone to answer a question under a direct order can easily jeopardize any federal or state charges brought against them at a later date. It's very hard to prove to the court that the criminal investigation didn't get any leaked evidence from the administrative investigation, knowing that today we live in a world full of leaks.
If someone on the department today committed a felony, the smartest thing they could do is get someone to order them to self-incriminate. It's like getting immunity. This investigation of the Mayor's could easily be considered obstruction of justice if that happens.
