The detectives should be doing FI cards on as many of them as possible and take photos of them. Record all their license plates. Record who they're associating with. LMPD has always handled these matters like a rural mid-1960s Sheriffs department where the Sheriff has no gun and the deputy only 1 bullet in his pocket.
