Rookies are expected to write complete narratives for reckless driving and marijuana possession before they go solo. It's not too much to ask a homicide detective to at least write a narrative of equal quality. The problem with this place is that seniority and the political buddy system is used as permission to do poor quality work. The Sgt and Lt should be called on the carpet for allowing that to happen but they won't be.
