The metro council should read this

One of the biggest problems is that any new Lt can become a Major and then a Lt Col in a few short years under the political promotion system. Even worse, they can go straight from an administrative role into an important leadership position without any experience requirement in between. The Chief should only have his pick of any MINIMALLY QUALIFIED Lieutenant for command. David James and the public safety committee, if you're reading, pass an ordinance that requires:

--5 years minimum as a Lieutenant before eligibility for Major or Lt Col

--5 years minimum in an investigative leadership role at the rank of Lieutenant for any Major appointed to lead detectives

--5 years minimum in a patrol division leadership role at the rank of Lieutenant for any Major appointed to leadership of a patrol division

--3 years minimum leading an investigative division as a Major before promotion to Assistant Chief for the Support Bureau (leading detectives)

--3 years minimum leading a patrol division as a Major before promotion to Assistant Chief for the Patrol bureau

Another way to accomplish the same thing is to reinstate the civil service rank of Captain and abolish the political rank of Major in an ordinance. The Chief can't appoint them if the metro council refuses to pay for people at the rank of Major each year and only offers money for Captains.
