Instead of relying on their national hierarchies, they can buy heroin direct from Mexicans who will sell to whoever has money and wants to buy in bulk.

If Conrad is a bad chief, then so are a lot of other law enforcement leaders in Louisville and Frankfort. The Metro Council should mention them on occasion too since "it takes a village"
