Who told the Newby family that he even applied? Why did the department feel it was necessary to hold a press conference with them standing there?

There is no way possible they'd have even known if not for the Chief's office telling them. This is how they get the west end's attention off of the no confidence vote. I've never seen a Chief so wrapped up in politics as this guy is.
