Man charged with murder of LMPD officer blames officer for fatal crash

The people who came up under White and Conrad were never exposed to real policing except possibly as rookies. They understand the linkage between police passivity and homicides. Conrad's "we can't arrest our way out of this problem" mantra has been programmed into their heads. He was an administrative person except for some stints in patrol. He never led a detective unit in his whole career and obviously doesn't see the value of proactive arrests. Don't expect that guy or his hand-picked people to lead an effective campaign against violent crime or narcotics.
