As has been said before at inservice... if you see a restrictive policy come out from the chief's office, it's because a police officer did something stupid.

LMPD is a glorified social work agency due to him and its been laying down since White. When the s--t hits the fan, many officers don't know how to handle it. A policy doesn't teach how to police or make experienced vets out of rookies. There are too many 5 and 10 year glorified rookies and people who haven't REALLY policed since they wore an LPD uniform
