Most of the crime surge is due to the rise of heroin. Gangs are killing for drug turf and addicts are killing and stealing for drug money. The drug deaths are acts of manslaughter by dealers mixing synthetics with heroin to increase profit, yet LMPD doesn't count them as homicides. Federal law enforcement has simply been outclassed in both strategy and tactics by the Mexicans distributing heroin to the street level gangs. They are as useless against them as they were against Al Qaida in 2001.
