Police officers routinely overcharge because their PTO's have taught them to always "overcharge" so the main charge could be amended to something you really want. This is at best unethical and possibly illegal. As for the article you attached, it took you several days to find a story to prove "you were right". For your efforts I give you credit but if you follow that case in court, don't be surprised if that salacious "Attempted Murder" is dismissed and the other overcharged crap is settled in District Court. Newspapers love an initial story but never follow up to tell what really happened in court.

It's laughable to think there would be a conviction for Attempt Murder on that. Moral of the story is...you can charge with anything. The proof in the pudding is what happens to that weak charge in court. The officer who charged is probably praying the case is settled without going to Circuit Court where he would embarrassed.
