Well, other then a few, you would be hard pressed to find anyone at HQ that knows anything about real policing. You will however find quit a few who Excell at all things administrative, self-promotion, ego stroking, and being able to agree with and say YES to anything the chief wants to pass off as police work. That pretty much, with a few exceptions, sums up Conrad's administration.
