Customs and Border Protection is supposed to find drugs in international shipments and then turn them over to law enforcement. ICE and DEA have the lead for international shipments and nearly all of the synthetic drugs are international. The drug problem is a federal problem that they've neglected for the last decade. All they know how to do around here is arrest police.
