They could divide the platoons, some platoons for reactive patrol and reports and other platoons for proactive patrol and street crimes. They could call the proactive platoon "Flex" and make people interview before being selected. It may just be what the department needs to reduce crime, theoretically speaking.

In other words what you are saying is it's OK to do sneaky, underhanded maneuvers as long as your true motives cannot be proven. Jurors can smell a rat. I wish badly LMPD would do something like that to me. I will assist my legal team in any way possible.
