Chief Steve Conrad shakes up Louisville police leadership, dismisses council's criticism

The idea of offering a meager private sector pension, but without higher private sector wages, isn't working out so well. The people you convince to take the job aren't willing to lift a finger, because they know one of two things. Either this is a temporary job or it's one they have to stay healthy enough to keep until they're senior citizens. In neither case will you convince people to take risks as you could when offering a military-style 20 year pension.
