None of those units fill the void.

CIC is a crime data unit under administrative services, not an intelligence unit. A real intelligence unit is run by detectives formally trained as intelligence officers who operate on the street and at the jails building informants. The civilians in a a real intelligence unit provide case support far beyond crunching stats, like targeting and building link charts.

9th Mobile is in patrol and only has uniformed officers. They're really a glorified flex unit. Their capabilities are limited. They could potentially be turned into a real street crimes or gang unit with the right training. Reactive investigations in major crimes usually rely on people talking, but as they know, few are willing to voluntarily inform on gangs. Gangs and other criminal enterprises engage in crimes beyond narcotics trafficking, but narcotics could obviously support gang unit cases. Their time is better spent on the distribution above the street level.
