Chief Steve Conrad shakes up Louisville police leadership, dismisses council's criticism

Chief Conrad told Brent Ackerson the same thing about east end property crime. The citizens are supposed to stop it. He'd certainly deny it, but statements like that could be interpreted as encouraging people to take the law into their own hands. He's too busy pointing fingers in every other direction to even realize what he's saying.
