LMPD chief defends changes to department, says he asked mayor for more officers

Plenty of black dudes get shaving profiles in the military. I don't see this as a black or white issue. I have a dream that one day male officers and some females will not be judged by their 5 o'clock shadows, but by their clearance rates and felony arrests.
