Whoever the next chief is, they will need to bring in trainers to teach all these Lts and Majors how to run units and divisions. Its relatively easy to train officers. Its much harder to train those supposed to set policing strategy and tactics to carry out the strategy. There should be an assessment center for Majors and above, including Chief. Everything should be based on merit testing because political hiring has led to levels of crime considered unacceptable by the community, as it should be.
