The career clock is winding down quickly on this chief. Whoever replaces him will be looking for answers. Anything that doesn't require more money will get first consideration. The Yum Center and broken pension system may end up taking this city's finances down the drain. Lts all feel like they've earned the right to work days, but sorry, if you're a rookie Lt, your clock starts over.
Three 8 hour shifts is the only schedule a high-activity department with lots of court attendance can possibly have. 10s and 12s encourage people to lay down and do as little as possible to avoid court. Having detectives work 18 hours straight makes them perform like they're drunk while trying to solve a crime. It's extremely irresponsible.

Homicide can't be expected to solve gang-related crimes when LMINTEL is a dysfunctional mess. They should hire a Major from OUTSIDE LMPD with successful gang and druleadership experience from somewhere else to run it and run the parts of Metro Narcotics dealing with gangs. Working a few years in street crimes as a detective doesn't qualify any of these people in command to run an entire unit after 15 years of LMPD not even attempting to do gang enforcement.
