It was a very well played shell game that fooled everybody at first. The only problem was that 9th Mobile's just riding around like extra patrol cars, leaving a big gap for problems requiring detectives, so crime is still high in the west end too. You can give conrad another 100 bodies, but if they don't train or direct them the right way, they will be useless. The biggest problem is nobody knows how to address crime until AFTER its happened and there are very few good sources giving officers information. They should hire in some experts to train the entire Support Bureau because they are the blind leading the blind
