Intelligence isn't serious here. The department badly needs a way to track who's being released from prison or jail, what their usual crimes are, who they associate and affiliate with, if they're working a real job or not and locations they frequent and a forecasting model to tie it all together for useful intelligence. Tracking hot spots isn't as useful as tracking those who create the hot spots.

The department also needs to offer more training. People in the military spend 6 months being trained for intelligence before their first day of work. It's not something you can do well as a temporary gig.
